An easy quick and no cost way to make an apartment warm when it is cool or cold outdoors, especially when it is under zero outdoors, is to ventilate quickly a lot so that maybe near the center of the room the air starts to feel very dry, and then immediately shut the windows & doors, and in a short while the warm air upmost in the room warms the room air to very warm as if one had had a hot heating battery in the room.
(But this demands thatthe room is lived in and that people eat and drink hot and use warm clothes and blankets if there is a need to raise the temoerature of a thoroughly cool room without a warm heater.)
In the winter time one needs to avoid spending time near an open window, and anyway keep woolen socks on feet, a woolen shirt on and a blanket around one's feet, until the room air is warm, and then put away the baönket but keep the clothes.
